Fixed UPC config, updated all data config formatting

PR description:

Updated the 2024 UPC forest config file forest_miniAOD_run3_UPC_DATA.py to a working state. Several settings needed to be switched to ppref versions, notably hiEvtAnalyzer, ggHiNtuplizer, and the forest process sequence.

Also updated the comments and organization of settings in the three data configs (forest_miniAOD_run3_DATA.py, forest_miniAOD_run3_UPC_DATA.py, forest_miniAOD_run3_ppref_DATA.py). This should improve the process of making changes and updates. For example:

• "Version config" settings for era, hiforest info, and global tag are at the top of the file
• "Input / output" settings are in a single section following this
• Groups of settings are indicated with in full-width hash mark lines
• Setting topics are indicated with three hash marks, eg: ### Jet reco sequence

Note that hltobject is currently disabled until the new HLT list has been approved (configs are confirmed to work without this).

PR validation:

forest_miniAOD_run3_DATA.py and forest_miniAOD_run3_UPC_DATA.py have been tested with Run 3 2024 data.
