Update frontend to 1.16 (Install templates as pip package)

Part of Comfy-Org/ComfyUI_frontend#3478. Build workflow templates as a separate PyPi package so templates can be added alongside model implementations without having to also update the frontend.

@christian-byrne Do we want to make this update on the first version of frontend that is not bundled with workflows to avoid conflict of mounting templates/ path?

We can. But even when using with older FE versions, it just overwrites the path and works as exepcted.
