Add options in root config to limit or disable certain features
- Fixes faq: Cap the number of responses to inline queries #70
- Fixes faq: Allow prefix and match features to be disabled globally by the bot owner #71
Reorganize and add new search commands
Improve how tags are used in queries
Allow showing options instead of just setting them
