This PR updates the contributing documentation to reference the current documentation repository after the migration from dotnet/docs-aspire to microsoft/aspire.dev.
Changes:
- Updated repository reference from deprecated
dotnet/docs-aspiretomicrosoft/aspire.dev - Removed outdated folder path references that no longer apply to the new repository structure
- Added information about the scaffolding agent available in aspire.dev to help contributors
