update cryptopolicy used in CUI profile to fips

Description:

• change the cryptopolicy from FIPS:OSPP to FIPS

Rationale:

• the CUI profile is NIST based and FIPS policy is enough for the compliance. The FiPS:OSPP subpolicy is too strict.
