update audit_rules_networkconfig_modification for Debian

Description:

• add debian support for audit_rules_networkconfig_modification

Rationale:

• Debian based OS don't have an /etc/sysconfig directory.

Review Hints:

• Debian OVAL check file is a symlink to ubuntu check.
• My initial intention was to factor Debian and Ubuntu check in a debian-family.j2 file and use jinja include directives to import the common parts both from ubuntu.xml and debian.xml, but the oval rule directory is currently not in the jinja template path.
• As ubuntu check is compatible with debian, I just used a symlink instead.

I'm waiting for a github.com member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

I think is fine, but you need update stable products. See the failing Debian CI for more details.

I will update them. I was never sure of whether I shall update them by hand, or if they are automatically updated as part of a later release process.

I am not in favor of using symlinks. Instead of the symlink, please put a copy of the file. Or even better try to consolidate all existing OVAL checks into a single file.
