SLE15 and SLE16 dconf related patches

Description:

• Enable dconf rules for SLE15 and SLE16 platforms

Rationale:

• Fix dconf_gnome_screensaver_lock_delay rule tests and remediations for sle15 and sle16 platforms
• Fix dconf_gnome_disable_automount_open rule tests and remediations for sle15 and sle16 platforms
• Fix dconf_gnome_disable_automount rule tests and remediations for sle15 and sle16 platforms
• Add support for sle16 for enable_dconf_user_profile rule
• Add support for add_dconf_profiles test function for sle15 and sle16
