Engine4 release 1

The first release of the Engine4 API which is used in Astral Towers game since version 1.0.6 (Sep 2021).
Platforms support state:

• Windows (native, SDL) - up to date.
• Linux (SDL) - up to date.
• IOS - outdated.
• Android - incomplete.
