This is a continuation of issue #1

Right now the theme change notification is shown each time the user saves their preferences while the custom theme is toggled in the appearance tab, this should be fixed before creating a pull request to the main repository.

Also, the custom theme radio button should be disabled if no custom CSS file has been imported.
