Currently it's manually copy pasted from the file interventiewaarden.txt, but ideally it's read-out at start.

The dispersion webservice now has a page at /GetSubstanceList that serves a JSON (with optional language parameter lang).
Now I have to add code to the gui or server that calls this URL and uses the resulting JSON in the form.
