[Serverless Mini Agent] Upload Serverless Binaries Instead of Generating Release #634

What does this PR do?

Upload zipped binaries at end of Github Workflow to release Serverless Mini Agent instead of generating a Github release.

Motivation

Github Action returns 403 forbidden error when creating a release.

Additional Notes

Updates upload-artifact and download-artifact actions to use v4 to resolve warnings.

How to test the change?

Pushed a test tag and confirmed that the generated binaries in the zip file worked successfully.
