In order to be consistent with the rest of the navigation, and to make it clear that these are services, put Plus & Hosted Repo links within a "Services" drop-down menu. Make it possible to add a very short description of each service in the submenu itself. Add a link to the page that gives an overview of the services & features (see issue #72). Consider adding links some of the main features in this sub-navigation as well (e.g. FAIR, custom portal search, etc.)

Details:
- Plus and Hosted Repo pages are now within the "services" category.
- Service pages include service specific variables, including theme color and icon.
- Second-level menu items now have the option of adding a description and icon.

Related issues:
- Create a services sub-menu (closes #73)
- Start of services overview page (relates to #72), which will form the basis for the pricing page (relates to #54)
- Add functionality to set theme colors from service pages (relates to #68 and #32)
