Unable to restore the project locally,

I am currently unable to restore the main branch of the project locally do to NuGet packages having vulnerabilities.

Should we either disable warnings as errors for the debug build or, ideally introduce dependabot to keep dependencies up to date?

I'm happy to fix this as it is blocking me working on issue #1331. It would also remove the need for issues such as #1332 and #1333.
