As a user on a EH1 or EH2 I would like to be able to control the shutter when the beam is steered towards my EH and not accidentally control it when I do not have access. However, I would like to still be able to control the rest of my EH in this case and so moving the shutter should be a no-op. This is a overarching ticket to implement this architecture for the shutter:

Acceptance Criteria

  • Every time GDA on i19-1 and i19-2 tries to open the shutter it happens through the above architecture
  • GDA on both end stations no longer connects to the shutter PV
