Upgrade 0.27 #137

This PR adds the changes required to update Decidim to version 0.27:

Update Ruby and JS dependencies
Adds upgrade migrations
Remove virtus and rectify deprecated references
Adapts config/secrets.yml and config/initializers/decidim.rb to 0.27 structure
Changes Decidim LDAP module to work with 0.27
Currently this upgrade makes use of the 0.27 fork of CodiTramuntana but in the upgrade to 0.28 the application will use the original upstream
