TreeGridPlugin fire event when row is expanded but no event is fired on before row expand

In case of Lazy grid there might be a need to add some loading or some other logic between the start of expanding a row and until the data is returned from the SubItemsProvider, so events that indicate the start and the finish of the operation might proven to be useful for such cases.
