CSS File not in use to skin program

As this is purely an aesthetic I have not gotten around to it but there will be a custom skin for the program rather than just using the default JavaFX style.

Also on this note there will be multiple CSS styles to pick from and eventually users can use custom CSS styles that they make or download (I'll make more and continue uploading them to my site).

I have tagged this as done as there is now a theme but the changing themes does not work yet, one of the temp themes has an image I can not use, and I want a few themes before I upload this.

It may take a while for me to push this update as I have been spending most of my focus on another project that is not released yet and will be including a mini version of osu!bot.
