Merge branch 'jnjohnsonlbl/scripts/acme_check_env' into next (PR #324)
Adding acme_check_env, an ACME developer environment check script. This script can be invoked with no arguments from anywhere, and will list any deficiencies it finds in the user's environment. This tool was requested by Peter Caldwell, who observed that we now have a long list of required software with specific version numbers. We hope it helps manage this particular facet of the engineering complexity. SEG-175 [BFB] * jnjohnsonlbl/scripts/acme_check_env: Code review changes Added checks for sh and csh. Gagged a little. Added svn check. We now check for necessary perl modules. First cut of ACME environment check script.
