  1. Increase NTASKS for hcru_hcru on redsky 

    SMS.hcru_hcru.I1850CRUCLM45CN was getting hit with a SIGTERM for
trying to use too much memory when NTASKS was only 64 for this
compset. This commit bumps NTASKS to 128 for redsky for this
compset.
