Make scipy a base dependency in ci.yml and dev.yml

Description

• Closes [Bug]: v2.12.0 and v2.12.1 Anaconda package missing scipy dependency for QBO wavelet? #904
• Ignore mypy errors related to DEFAULT_PLEVS variable referenced in parameter modules
