Update Perlmutter support #167

This merge adds support for intel and nvidia compilers on pm-cpu.

It also adds support for pm-gpu with gnu, gnugpu, nvidia and nvidiagpu compilers.

Checklist

  • Documentation has been built locally and changes look as expected

Testing

This has been tested as part of #177 on Perlmutter. The pr suite has been run with both gnu and intel, and attempts have been made to build Omega with all 5 compilers (with issues documenting cases where this was not successful).
