Net plugin sync fix - 2.0 #8120

Change Description

When a running node lost connection long enough to require syncing via lib_catchup an optimization of skipping already received blocks caused incorrect accounting of received blocks confusing the node and creating a state where peer was not sending current blocks. This PR provides a fix and resolves nodeos gets stuck and stops syncing when a peer becomes unavailable (2.0.0-rc1) #8069.
