Documentation for single point simulations, especially NEON

We should update documentation for running single point simulations with CLM.

Some of this for CESM-Lab with NEON is available here. https://github.com/ESCOMP/CTSM/wiki/Getting-started-with-the-CESM-Lab-container

More documentation is available through CESM-Lab and the notebooks that have been created for the tutorial.

Ultimately, we need to update the users guide too.

Currently the new single-point simulation workflow we used during CTSM tutorial is different from what we have in ctsm-docs for single point and this might cause some confusions for users.

We need to update the docs to reflect the new workflow:

There are essentially two tasks in this issue:

• update ctsm-docs single point simulation workflow (i.e. subset_data , ./create_newcase)
• update ctsm-docs to add a neon-specific section for run_neon.py
