Add Sandia Corporation to CIME LICENSE.TXT

Per earlier discussions, DOE labs whose ACME staff
contributed to CIME 5 are going to assert their
copyright as co-authors. Sandia copyright came
through. I expect Argonne to follow at some point.

I just added Sandia alongside UCAR in the main
LICENSE.TXT file. The specific BSD license was
fine, so I did not repeat it, just added Sandia
banner after UCAR.
