I noticed that in this case:
./create_newcase --machine nomachine --case Fmult --compset F2000_DEV --res f09_f09_mg17

The message is printed:
Leaving broken case dir /Users/jedwards/cesm/cesm2_0_alpha/cime/scripts/Fmult
ERROR: No machine nomachine found

But no directory /Users/jedwards/cesm/cesm2_0_alpha/cime/scripts/Fmult was ever created.
