PR #1753 adds a test for the prereq flag, this test doesn't seem to work on systems without batch definitions. The test should be fixed or skipped on these systems.

Add check for a batch system when testing user prerequisites
Adds a check to verify there is a batch system when testing setting user prerequisites.

Test suite: scripts_regression_tests.py --no-batch K_TestCimeCase B_CheckCode

Fixes #1994
