Pushed old gh-pages documentation history as a tag #3310

I realize this probably wasn't worth my time, but I was trying to look at the history of some of the cime documentation and was bothered that the history of much of this documentation (written in the big documentation push from Feb – May, 2017) was unavailable. So I spent a couple of hours digging up this history and getting it into a form that I could push to this repository. I have pushed this as a tag to the repository (gh-pages-2017-05-24): https://github.com/ESMCI/cime/releases/tag/gh-pages-2017-05-24 . Now, if you want to see the history of the documentation, you can look at the history back from that tag.

Please let me know if you object to either the naming or existence of this tag in the repository. If everyone is okay with this, I'll leave it in place and close this issue.

A couple of notes:

(1) This was a fun learning experience for me, learning how to use some obscure git commands to find lost commits. If you're interested, see the detailed notes in my tag message.

(2) I have confirmed that (maybe thanks to the removal of the build directories using filter-branch), this does not significantly increase the checkout size of the cime repository: a full clone was 85.59 MiB 20 days ago (#2458 (comment)), and is 86.31 MiB now (including this new tag along with anything else that has been added in the last 20 days).

Add performance benchmarking tests for scaling and
historical checkpointing:
* high- and low-res F-compset without IO
* high- and low-res G-compset without IO
* high- and low-res W-compset with production IO

Also, update PE-layouts on Anvil and Cori-KNL.
