This PR updates the broken recipe list for version 2.12.0 .

• Related to Recipe test results for v2.12.0 #3916 , [v2.12.0] recipe_check_obs.yml broken due to missing data #3939, [v2.12.0] recipe_zmnam.yml diagnostic failure #3938, [v2.12.0] recipe_rainfarm.yml diagnostic failure #3935
