Sadly this can't be changed by a skin, as the positions these appear at (relative to the buttons themselves) is hard coded in the client application.
The forward button on the main window is hidden when it cannot be clicked (no page to go forward to). It returns when you can navigate forward.
If you're using the Collapsed Sidebar option, the forward button is completely removed. I hope to bring it back in a future update.
