1. Purpose

Distribute the Silo library; see https://github.com/astro-informatics/Silo

The SILO code provides functionality to perform fast and exact spin spherical
harmonic transforms based on the sampling theorem on the sphere derived in
McEwen & Wiaux (2011).
