Simplicity tracking issue

• update simplicity for new taproot sighash etc
• add simplicity as a new tapleaf version

I think this is all we are planning to do for Elements, at least for initial deployment.

I saw that #1219 got merged 🎉
But it was not included in the following release: elements-23.2.4

Would be great to get an update here. Thanks!

@jonathancross simplicity will be included in the 23.3.x branch while 23.2.x the will not include it
