PHP_XDEBUG_MODE does not work

It seems to stay "off" always.

Actual (8.0, 8.1, 8.2 and 8.3):

PHP_XDEBUG_MODE=trace php -i | grep xdebug.mode
             Enabled Features (through 'xdebug.mode' setting)
xdebug.mode => no value => no value

Expected:

PHP_XDEBUG_MODE=trace php -i | grep xdebug.mode
             Enabled Features (through 'xdebug.mode' setting)
xdebug.mode => trace => trace

The reason is, because /etc/php81/conf.d/50_xdebug.ini (or php82, php83) contains:
xdebug.mode=off

so it always overrides it.
