This is so they can be run from an install, and won't be installed as a separate pacakge called "tests" Also added a standard .gitignore file for Python.

Also PEP8 cleanup.

fixed tests so that sample data files would be found when run outside the usual dir.
Also PEP8 fixes.
This PR is done with the tests moves, as of #18
But the changes should work regardless of how the tests are organized
