UI should automatically refresh the datasets page when new datasets are added #224

Currently, when new datasets are added, if the user is on the datasets page they need to manually refresh to see them. Instead, an event should be issued by the server when a dataset is successfully registered, and the datasets page should update in response to the event.

See the way the experiments page handles new experiments for an examples.
