Issue found when executing PR #15679

Action Performed:

1. Open the App
2. Sign out if already signed in
3. Open https://staging.new.expensify.com/settings/payments/add-bank-account
4. Sign in with any account that does not have an existing PBA

Expected Result:

Add bank account page opened

Actual Result:

LHN page opens instead of add bank account page when using a deep link
