• Refactored localeCompare in SuggestionUtils #67068: Touches SuggestionMention component used to render the @-mention suggestions, so its refactor could mis-position the list.
• Fix/65746 Enable scroll for per diem when keyboard is open #66747: Alters SelectionList positioning/keyboard props; if mention suggestions rely on this list it could shift them to screen top.
