[WIP] Personal details onyx migration #21088

It seems like the migration won't solve the following case:
- Login
- Migration runs once
- Navigate to a chat with a split bill. At this point we fetch the reportActions for that report. These actions still have
originalMessage.participants = [<listOfEmails>]
and these were not migrated since we didn't have them in Onyx when the migration ran - Tap the Split preview
- Notice the details page is empty

I wonder if we should rename our current migrations as "OneOffMigrations" and we come up with a new concept of "continuous migrations" - it's probably obvious how this would work, but what I'm thinking is:
