[No QA] Fetch only one tag

Details

The command git fetch refs/tags/1.3.32-3:refs/tags/1.3.32-3 fetched all tags for the repo, but we just want to fetch one. So coming from the second answer in https://stackoverflow.com/questions/45338495/fetch-a-single-tag-from-remote-repository, we're going to try git fetch origin tag 1.3.32-3 --no-tags instead.
