1 - Create three accounts employer, approver, and admin
2 - Login as admin and create a workspace
3 - Add employer and approver
4 - Assign approver as the approver in the workspace workflow settings
5 - Login as the employer, submit a scan expense (blurry one) and a manual expense
6 - Login as the approver, hold the manual expense
7 - verify that approver can't approve the scan expense as 0.00 amount

• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
