[#7971] Disable send if only backticks/whitespace

Details

Messages containing only backticks and whitespace are not properly handled on both the front end and back end. So this change does not allow the user to send these problematic (and effectively empty) messages.

Previously, the send button was disabled when a message contained only whitespace. This change makes things a little more strict and disables the send button if the message contains only whitespace and backticks.

10. Go to a different chat session and return the the original chat session
11. Verify that most recent message (the backtick message) is still there
