Migrate database to v2

Migrate database to v2:

• switch to builder pattern
• support blue/green deployments
• make autoMinorVersionUpgrade option configurable
• add integration tests
• add legacy prefix to the old component
• change VPC configuration
• support IAM authentication

Related but separate issues:

• consider combining legacy database replica component with the v2 database component
• consider adding enabling SSM connect to the v2 database component
• resolve legacy component issues
