Update: Simplified Chinese Translation

It's been a while, and the translation needs an update. :-)
Note that the concat strings were added and modified because the original form doesn't appreciate Chinese writing rules - the punctuations shouldn't be half-width.

On top of that, because I'm not fimiliar with Traditional Chinese punctuation rules, this PR only contains changes to the Simplified Chinese translation file.

I have a question before merging though, what does it mean when it says not enough transport infrastructure? Doesn't it basically mean not enough cargo is transported?

It means not enough houses are covered by bus/mail service or there are not enough buses/trucks to handle the volume of pax/mail generated by the town. I also wanted to distinguish it from the cargo categories, that is why I did not call it "not enough cargo".

Ah I see, then maybe "insufficient coverage / not enough capacity" would be better? The original one is kinda confusing.
