No positions received through radio are passed to APRS when GPS fails #7

Shutdown GPSD
Configure GPSD in DStarGateway
Transmit on the radio with DPRS enabled, no position is passed to APRS
Expected : positions received over RF are passed to APRS regrdless of GPSD connection status
