Bumped the apio's oss-cad-suite def version to 0.2.1 and using a newer upstream package. #16

This PR should not affect apio prod, just apio dev. It bumped the dev version to 0.2.1 and uses a newer upstream package. Motivation is the system verilog discussion here FPGAwars/apio#391

[ACTION ITEM] after submitting please create a new release 0.2.1. You can build the package files or copy them from release 0.2.1 of my dev repo.

@zapta i'm working on a github actions to have the latest oss cad suite upstream always (with daily update) what do you think if apio doesn't use git to get the latest tools-oss-cad-suite package? and only download the latest release package as development envieronment? we could do checking a file that update the latest version at "update actions script" or checking the latest release with github api (i could do this for you if you want). what do you think?
