Allow @JsonAnySetter on ElementType.PARAMETER (for use on constructor parameters)

To potentially support usage like:

public class POJO
{
    @JsonCreator
    public POJO562(@JsonProperty("a") String a,
        @JsonAnySetter Map<String, Object> leftovers) {
        ...
    }
}

it is necessary change access to include ElementType.PARAMETER. Let's do that.
