switch to argparse

eh, this is one that probably should have made it in there a couple weeks ago, but slipped. so will do soon.

find_good_clusters_for_concat_batch.py
find_good_clusters_for_concat.py
get_ncbi_tax_tree.py
get_ncbi_tsv.py
quartet_sampling.py
setup_clade_ap.py

setup_clade_ap.py is ready to replace setup_clade.py, but I did not want to break any pipelines.
