完成规则管理后台部分、以及GitTool类和decompress类。
规则管理后台部分主要功能已经可以使用，有些前端显示的地方需要后续再调整一下。
另外打算加一个显示规则详细信息的接口，目前还没有添加。
GitTool类用于控制clone、pull等操作。
decompress类用于解压指定的文件。
