chore: update golang version

[shiki-tak]

Description

This branch uses golang version 1.19 ahead of time.

The fixed test case is similar to cosmos-sdk update from 1.18 to 1.19.

It seems that there was a part that could not be replaced. As for the document, the head family also updated it in the same way, so I updated it here as well.
