将md更改为toml结尾的格式文件 同时更改下语法就可以了

临时解决方案，初始化时选择使用Gemini CLI，然后把生成的.gemini目录重命名为.qwen即可
因为qwen code是基于gemini开发的，所以commands是兼容的。

@likunpeng Thanks seems like qwen needs .toml files not .md. I'll put in a fix for this.
