Build POC of changing renderer using Debug Menu

Description
We could remove one of dev-environments if we will have the ability to change the renderer on the fly. Consider using flutterWebRenderer to change renderer (current or after reloading the app using local storage) so using debug menu users could change renderer manually and test each renderer.

Acceptance Criteria

• Build POC to prove that we can use flutterWebRenderer to change renderer on the fly (or after app reload)
